- According to the Hay Papers, Washington State Archives, “Judiciary” files: Acting Governor Hay wired Judges Parker and Morris on February 26, 1909: ‘Enclosed please find commission appointing you a Judge of the Supreme Court. On account of there being no appropriation for salary, I would be pleased if you would not qualify or take office until April First.’ (See “A Century of Judging”, p57)
