Docket No. 54045-4  Facts: The state of Washington’s Department of Corrections maintained a Special Offender Center for state prisoners with serious mental disorders. This center had a policy of administering anti-psychotic drugs to prisoners without their consent if a committee consisting of a psychiatrist, a psychologist, and the associate superintendent of the center determined after a hearing that the prisoner posed a serious likelihood of harm to themselves, others, or their property if left unmedicated.
